Government Spending and Economic Growth
This paper deals with one of the central remedies for the contemporary financial- economic crisis, i. e., the method of increasing government spending. However, this paper shows that this method is incompatible and irrelevant for this goal in its current form due to the fact that it is based on two erroneous postulates: (1) Keynes’s investment multiplier; because of two reasons: (a) the substitution of the cause (the national income) for the effect (investment), and (b) it is the inverse of the marginal propensity to invest; and (2) the printing of fiat money as the main source for increasing government spending.

The System of National Accounts of Russian Federation as a Tool for Macroeconomic Analysis
Structure of Russian economy is analysed on the base of Statistical Abstracts on SNA since 1993 until 2010. The main macroeconomic indicator is considered using three approaches: production, distribution, final consumption. It is shown inefficiency of Russian Economy: didn’t have a profit growth, short-coming of Gross saving. The authors have concluded the incomleteness of SNA RF. We don’t have so far the Financial A: count, macroeconomic indicators are based on the aggregative data but don’t on the base of generalization of microdata, the absence the indicators for sectors and industries.
Keywords: System of National A: counts, production, distribution, Gross saving, indicator, sector, industry.

Forecasting Macroeconomic Indicators Using Simulation Based on Stochastic Models of Economic Growth for a Small Open Economy
The articles devoted to the formulation of a stochastic growth model for a small openeconomy, the substantiation of the discrete approximation of model’s restrictions in the form of recurrence relations, and for ecasting macroeconomic indicators using simulation. We show the possibility of constructing the discreteapproximation of stochasticrestrictions using the properties of the Wienerprocess' increments. Also we present the results of simulation by the example of the economy of Norway, and the possibility of forecasting with selectednitial period.
Keywords: stochastic growth model, small open economy, increments of Wienerprocess, discrete approximation, recurrence relations, forecast based on simulation.

Resources of St. Petersburg Basic Research
The paper examines trends in the development of basic research in St. Petersburg on the example of the participation of the scientific community in the grants of the Russian Foundation for Basic Research. Differential analysis was performed on clusters of exact and natural sciences with their decisive influence on the innovation capacity of the region. The contributions of higher education and academic research considered separately as well as the contributions of leading research organizations of St. Petersburg.
